After serving a long detention for goofing off in art class, the boys exact revenge by toilet-papering their art teacher's houseHowever, Kyle is paralyzed with guilt for his part in the TP incident. Meanwhile, Officer Barbrady attempts to track down the perpetrators by consulting with a serial toilet-paperer named Josh Myers, who's incarcerated at Park County Juvenile Hall for TP-ing more than 600 houses in a year. He and Officer Barbrady strike up a Hannibal Lecter/Clarice Starling-like relationship. Eventually Barbrady arrests a suspect -- Butters. Butters had nothing to do with the crime, but is convinced he's guilty anyway.  
In order to prove their street cred, they're sent out to kill some members of a rival gang, the Bloods. The boys unwittingly accomplish this when a gasoline tanker, swerving to avoid them, crashes into gas station where Bloods gang members are haning out, killing everyone. Soon Jimmy and Timmy are rolling around South Park in their new gang colors, terrifying the populace.


When the boys hear about this wrongful arrest, Stan and Kenny suddenly feel as bad as Kyle. They agree (to Cartman's horror) that they should confess to their art teacher the next day. Meanwhile, Butters' parents prove his innocence by providing a rock-solid alibi for the night of the incident. However, they vow to punish him severely for "fibbing" to the police.
Meanwhile Reeve's fetus-sucking habit not only restores him to full mobility, but then gives him superpowers -- and an insatiable desire for more and more fetuses. He founds his own Legion of Doom, which is committed to world domination and evil. But Reeve is thwarted by Oscar-winning actor Gene Hackman (whom he refers to as "Hack Man"). Hackman and his followers help secure a ban on stem cell research, then imprison Reeve in another dimension and shoot him into space.


In a brilliant example of damage control, Cartman confesses first and turns in the other three boys in the process. Stan, Kyle, and Kenny get two weeks of detention, while Cartman gets only one for "being brave." Shortly thereafter, Josh Myers escapes. He calls Barbrady just before he launches a TP attack on the greatest target of all -- the White House.
Jimmy and Timmy have problems of their own. When Jimmy's house is sprayed with bullets by the rival Bloods gang, he finally realizes how much trouble he's gotten himself into. But instead of running for cover, he decides to bring the two enemy gangs together by doing an all night "lock in" at the Denver Recreation Center.  After an impassioned speech in which Jimmy tells the rival gangs "I mean, come on," the two groups form a truce. The Crips and Bloods become fast friends, and even perform a musical number together.

Kyle hesitates before TP-ing the art teacher's house because there are kids inside, saying: "We didn't say nothin' about no kids, man!"  It's a parody of a scene from Scarface.
