These foster kids were all placed here from different members of Child Protective Services, such as Mr. Adams - there are thirteen total kids here, including seven boys and six girls. They are raised by their foster parents as strict agnostics and instructed not to accept or deny belief in anything, and must swear by the agnostic code. They are all instructed and given chores or cleaning to do, but the house is never kept too clean as cleanliness is next to godliness, and there might not be a God. They are also only allowed to drink Dr. Pepper as nobody knows what it may taste like. After the Weatherheads are busted by Mr. Adams (with help from, of all people, Eric Cartman) for abusing their kids, they're all sent back to their original homes.
