Though she has never been given a name in-series, and has never even spoken, most fans refer to her as Ruby Tucker.
Her character model has been re-used many times, including as a background fourth grader in many episodes at school, and as a daughter from a different family in "Major Boobage".
In South Park: The Fractured But Whole, not only did she speak for the first time, but her name was revealed to be Tricia.
